FCC restarts review clock for AT&T’s spectrum purchase, gives itself 180 days

Back in August, the FCC decided to freeze the 180-day review clock on AT&T’s proposed acquisition of Qualcomm’s 700 MHz spectrum, citing lingering concerns over the carrier’s ongoing T-Mobile saga. Now that AT&T and Deutsche Telekom have withdrawn their merger application, however, the Commission has decided to re-open the review period for the Qualcomm acquisition, giving itself a fresh 180 days to make a decision. In a letter published Friday, Wireless Bureau chief Rick Kaplan announced that the timetable would be reset, with a retroactive start date of November 29th — the very day that the FCC granted AT&T’s pullout from the T-Mobile deal. No word yet on when we can expect a decision, but we’ll be keeping an eye out for the latest developments. Read the letter in full at the source link below.

EU wants member countries to free up spectrum for 4G rollout, eyes 2013 deadline

This one’s been in the works for a little while now, but the EU has just taken another step toward making 4G coverage a continental reality. Last week, the European Commission, European Parliament and member states of the European Council reached what they’re calling an “informal compromise” on a new radio spectrum policy. Under the proposed agreement, member countries would have to free up (read: “auction off”) their 800MHz frequency bands for broadband service by January 1, 2013, as part of Parliament’s plan to accelerate broadband rollout by using spectrum once devoted to analog TV frequencies. The idea is to allocate 1200MHz to mobile traffic sometime after the year 2013, but before the end of 2015. Government authorities would retain the right to allocate their country’s radio frequencies as they see fit, though distribution across ISPs and users falls under the EU’s aegis — which is where the proposed Radio Spectrum Policy Programme comes in. A draft of the deal has already received approval, though a final version must still be ratified by the European Parliament’s Industry, Research and Energy Committee on November 10th, before making its way to Parliament for a full vote.

$35 Aakash Android tablet gets the hands-on treatment

While everyone was in a tizzy about Amazon’s $199 Kindle Fire price point, the Indian government was busily working to help bring out the $35 Aakash Android tablet. The tablet was developed with similarly good intentions as OLPC’s XO laptop before it — an attempt to get low-cost computing devices into the hands of students. One of the tablets landed in the VentureBeat offices this week. The site spent some hands-on time with the Froyo slate, and mostly liked what it saw, noting that seeming compromises made for price and a speedy release date ultimately benefit the whole of the device. The tablet will start hitting India next month, at the $35 government-subsidized pricepoint (actual retail price is a still mega-cheap $60).

EU to launch first two Galileo satellites today, as sat-nav system lurches forward

The EU’s Galileo satellite navigation system has been beset by delays and budget overruns in recent months, but its future is looking slightly brighter, now that its first two satellites are primed for launch. The European Space Agency is expected to send the satellites into space today, as part of a long-term project that will cost an estimated €7 billion (around $9.6 billion). Slated to take off from Kourou, French Guiana, the pair of satellites will ride on the back of a Russian rocket to an altitude of nearly 15,000 miles, where they’ll test system functions both in space and on Earth. If all goes according to plan, they’ll also become Galileo’s first operational satellites, paving the way, officials hope, for many more to follow. In fact, the European Commission is looking to complete the 30-satellite constellation by the year 2019, with two scheduled to launch during every quarter, beginning in 2012. The idea, of course, is to offer Europeans an alternative to US-operated GPS, with a free consumer service scheduled to launch in 2014, followed by a more precise, paid service in 2020. Nevertheless, budgetary concerns loom large over the project, which, according to the EC, has already racked up a development and deployment bill of over €5 billion ($6.8 billion), since 2003. The commission will present a finalized proposal to EU member governments by the end of the year, in the hopes of obtaining that extra €7 billion, though it may face more acute criticism, considering today’s dour economic climate. It remains unlikely, however, that Galileo will be totally shut down, as the EU says it could bring in an extra €90 billion over the next 20 years.

Major Chinese supplier halts rare earths production in attempt to boost prices

With prices sliding and uncertainty rising, China’s biggest producer of rare earth minerals has suddenly decided to suspend all operations, in a move that could strain already tense relations with the West. Baotou Steel, a miner, refiner and vendor located in Inner Mongolia, announced the decision in a statement today, explaining that it’s simply looking to “balance supply and demand” in response to a prolonged price slump within China. Since June, in fact, prices of neodymium oxide and europium oxide have declined by 34 and 35 percent, respectively, with many analysts attributing the drop to mounting economic uncertainty in the US and Europe. Earlier this year, the Chinese government announced plans to merge or close some 35 rare earths producers within the mineral-rich northern region of Inner Mongolia, effectively crowning Baotou Steel as the industry’s epicenter. Now, of course, that’s all changed, though the shutdown will only last for one month. It’s also worth noting that China still exerts rather considerable influence upon the market, accounting for roughly 97 percent of all production of rare earths — a group of 17 minerals used to manufacture gadgets like cellphones, flat-screen TVs and EV batteries, among others. And while new deposits and market projections may point to a transforming landscape, it’s unlikely that Chinese influence will wane anytime soon — much to the chagrin of Western free trade advocates.

Huawei blocked from first responder network contract, US cites ‘national security concerns’

The inability to win US government approval isn’t exactly an unfamiliar issue for Huawei, which by now must be conditioned not to expect a nod from major US telecom companies. But now, The Daily Beast reports that the U.S. Commerce Department has made it very clear that the Chinese company won’t have a role in building the country’s new dedicated first responder wireless network. A spokesman wasn’t shy about the reason, either, explaining that Huawei “will not be taking part in the building of America’s interoperable wireless emergency network for first responders due to U.S. government national security concerns.” And what about those national security concerns? Well, Huawei president Ren Zhengfei’s former role as a People’s Liberation Army technologist may have something to do with it, considering it wouldn’t be unreasonable to suspect that he still has some fairly close ties to Chinese government officials. We haven’t heard a peep from the feds regarding Huawei’s invitation for US officials to investigate the company earlier this year, but it’s safe to assume that the investigation either didn’t go very well, or more likely that it hasn’t happened at all. We imagine that whole corporate espionage debacle probably didn’t help the company, either.

Pour one out for the Tevatron particle accelerator, because it’s shutting down today

The eyes of the physics community are collectively fixed upon Illinois today, where, later this afternoon, researchers at Fermilab will shut down the Tevatron particle accelerator… for good. That’s right — the world’s second-largest collider is being laid to rest, after a remarkable 25-year run that was recently halted due to budgetary constraints. Earlier this year, Fermilab’s scientists and a group of prominent physicists pleaded with the government to keep the Tevatron running until 2014, but the Energy Department ultimately determined that the lab’s $100 million price tag was too steep, effectively driving a nail through the accelerator’s subterranean, four-mile-long coffin. First activated in 1985, the Tevatron scored a series of subatomic breakthroughs over the course of its lifespan, including, most notably, the discovery of the so-called top quark in 1995. Its groundbreaking technology, meanwhile, helped pave the way for CERN’s Large Hadron Collider, which will now pursue the one jewel missing from the Tevatron’s resume — the Higgs boson. Many experts contend that the collider could’ve gone on to achieve much more, but its ride will nonetheless come to an inglorious end at 2PM today, when Fermilab director Pier Oddone oversees the Tevatron’s last rites. “That will be it,” physicist Gregorio Bernardi told the Washington Post. “Then we’ll have a big party.”

Google drops cloud computing lawsuit against US Department of the Interior

Last year, Google filed a lawsuit against the US Department of the Interior, on allegations that the government unfairly awarded a $59 million cloud computing contract to Microsoft without conducting a sufficiently competitive auction. Big G won an injunction against the department in January, effectively putting the contract on hold, and it looked as if the company would prevail, with Judge Susan Braden recently declaring that there was a “justifiable basis” for dispute. Last week, however, Google decided to drop the suit altogether, after filing a motion in the US Court of Federal Claims. “Based on the defendant’s agreement to update its market research and then conduct a procurement in a manner that will not preclude plaintiffs from fairly competing, plaintiffs respectfully move for dismissal of this action without prejudice,” the company’s attorney wrote in the motion, filed on Thursday. Federal lawyers, however, responded by claiming that the two sides have not reached an agreement, while confirming that it had no problem with Google’s decision to cease litigation. It remains to be seen whether the two sides have truly reached an agreement, or whether the litigation may wear on, but we’ll keep you abreast of any future developments.

US government to beat back botnets with a cybersecurity code of conduct

Old Uncle Sam seems determined to crack down on botnets, but he still needs a little help figuring out how to do so. On Wednesday, the Department of Homeland Security and National Institute of Standards and Technology (NIST) published a request for information, inviting companies from internet and IT companies to contribute their ideas to a voluntary “code of conduct” for ISPs to follow when facing a botnet infestation. The move comes as an apparent response to a June “Green Paper” on cybersecurity, in which the Department of Commerce’s Internet Policy Task Force called for a unified code of best practices to help ISPs navigate through particularly treacherous waters. At this point, the NIST is still open to suggestions from the public, though Ars Technica reports that it’s giving special consideration to two models adopted overseas. Australia’s iCode program, for example, calls for providers to reroute requests from shady-looking systems to a site devoted to malware removal. The agency is also taking a hard look at an initiative (diagrammed above) from Japan‘s Cyber Clean Center, which has installed so-called “honeypot” devices at various ISPs, allowing them to easily detect and source any attacks, while automatically notifying their customers via e-mail. There are, however, some lingering concerns, as the NIST would need to find funding for its forthcoming initiative, whether it comes from the public sector, corporations or some sort of public-private partnership. Plus, some are worried that anti-botnet programs may inadvertently reveal consumers’ personal information, while others are openly wondering whether OS-makers should be involved, as well. FCC to test white space database at its own pace

See that faint silhouette lurking on the horizon? That’d be a wave of white space internet, and it’s inching ever closer to the US. On Wednesday, the FCC confirmed that it will begin testing a new database that will enable gadgets to operate on white space airwaves, nearly a year after first ratifying its “super WiFi” initiative. The Spectrum Bridge database, as outlined last year, will map out all channels that aren’t being used by radio or TV services, thereby preventing broadband devices from interfering with broadcasts. The system will be tested over a 45-day period beginning on September 19th and ending on November 2nd, in order to make sure that it correctly distinguishes available channels from those currently in use. Cable operators and wireless mic users are invited to register with the database to test its accuracy, but this trial period could easily be extended if the Commission determines that further tests are in order. And, though there’s still no indication that unlicensed broadband devices will be hitting the market anytime soon, FCC Chairman Julius Genachowski seems confident that this white space spectrum could drastically change the industry. “Unleashing white spaces spectrum will enable a new wave of wireless innovation,” Genachowski explained. “It has the potential to exceed the billions of dollars in economic benefit from WiFi, the last significant release of unlicensed spectrum, and drive private investment and job creation.” You can read the FCC’s full public notice, after the break.
