Fiscal Cliff Deadline Looms As Obama, Congressional Leaders Make Last Minute Efforts

WASHINGTON, Dec 27 (Reuters) – President Barack Obama and lawmakers are launching a last-chance round of budget talks days before a New Year’s deadline to reach a deal or watch the economy go off a “fiscal cliff.”

Obama and Vice President Joe Biden will meet congressional leaders from both parties at the White House on Friday at 3 p.m. EST (2000 GMT) to try to revive negotiations to avoid tax hikes and spending cuts – together worth $600 billion – that will begin to take effect on Jan. 1.

Members were divided on the odds of success, with a few expressing hope, some talking as if they had abandoned it and a small but growing number suggesting Congress might try to stretch the deadline into the first two days of January.

In order to be ready to legislate if an agreement takes shape, the Republican-dominated House of Representatives convened a session for Sunday.

And House Majority Leader Eric Cantor advised members to be prepared to meet through Jan. 2, the final day before the swearing-in of the new Congress elected on Nov. 6.

It “doesn’t feel like anything that’s very constructive is going to happen” as a result of the meeting with Obama, said Tennessee Republican Sen. Bob Corker. “It feels more like optics than anything that’s real.”

The two political parties remained far apart, particularly over plans to increase taxes on the wealthiest Americans to help close the U.S. budget deficit. But one veteran Republican, Rep. Jeff Flake of Arizona, held out the prospect that if Obama came through with significant spending cuts, Republicans in the House might compromise on taxes.

The coming days are likely to see either intense bargaining over numbers, or political theater as each side attempts to avoid blame if a deal looks unlikely.

“Hopefully, there is still time for an agreement of some kind that saves the taxpayers from a wholly, wholly preventable economic crisis,” Mitch McConnell, the top Republican in the Democratic-controlled Senate, said on the Senate floor.

But the rhetoric was still harsh on Thursday after months of wrangling – much of it along ideological lines – over whether to raise taxes and by how much, as well as how to cut back on government spending.

Senate Majority Leader Harry Reid, the top Democrat in Congress, accused Republican House Speaker John Boehner of running a “dictatorship” by refusing to allow bills he did not like onto the floor of the chamber.

Reid urged Republicans in the House to prevent the worst of the fiscal shock by getting behind a Senate bill to extend existing tax cuts for all except those households earning more than $250,000 a year.

Both Reid and Boehner, as well as McConnell and House Minority Leader Nancy Pelosi, are to meet Obama on Friday.

MARKETS EASE

U.S. stocks sharply cut losses after news of the House reconvening as investors clung to hopes of an 11th-hour deal. Even a partial agreement on taxes that would leave tougher issues like entitlement reform and the debt ceiling until later could be enough to keep markets calm.

“I’m not convinced it will result in a deal, but you could get enough concessions by both parties to at least avoid the immediacy of going over the cliff,” said Randy Bateman, chief investment officer of Huntington Asset Management, in Columbus, Ohio.

Obama arrived back at the White House on Thursday from a brief vacation in Hawaii that he cut short to restart stalled negotiations with Congress.

He is likely to meet the toughest resistance from Republicans in the House, where a group of several dozen fiscal conservatives have opposed any tax hikes at all.

But Flake of Arizona said his fellow Republicans in the House and Senate are resigned to seeing some sort of increase in top income tax rates. But they will push back if Obama does not offer spending cuts.

“There will be resistance from a lot of House conservatives to a deal that does that,” Flake said.

Strictly speaking, the fiscal cliff measures begin on Jan. 1 when tax rates go up but the House might stay in session until the following day if an agreement is being worked out.

“This January 1 deadline is a little artificial. We can do everything retroactively. We have to get it right, not get it quickly,” said Republican Representative Andy Harris.

Another component of the “fiscal cliff” – $109 billion in automatic spending cuts to military and domestic programs – is set to kick in on Jan. 2.

The House and Senate passed bills months ago reflecting their own sharply divergent positions on the expiring low tax rates, which went into effect during the administration of former Republican President George W. Bush.

Democrats want to allow the tax cuts to expire on the wealthiest Americans and leave them in place for everyone else. Republicans want to extend the tax cuts for everyone.

In another sign that Americans are increasingly worrying about their finances as Washington fails to address the budget crisis, consumer confidence fell to a four-month low in December.

Americans blame Republicans in Congress more than congressional Democrats or Obama for the fiscal crisis, a Reuters/Ipsos poll showed.

When asked who they held more responsible for the “fiscal cliff” situation, 27 percent blamed Republicans in Congress, 16 percent blamed Obama and 6 percent pointed to Democrats in Congress. The largest percentage – 31 percent – blamed “all of the above.”

That might not make that much sense at first, as we would think that it has something to do with a human holding a digital camera in tow, but with the Touchy, it is a device that has some pretty lofty claims, that is, to turn anyone into a kind of human camera. Touchy is the brainchild of Hong Kong new media artist Eric Siu, where it is worn in the same way as a helmet and comes in the shape of an old school camera.

The helmet itself will be attached to a tiny globe that is known as the Touchy Bulb. Whenever passersby touch the bulb and the wearer simultaneously for 10 seconds, a signal will be sent to the helmet, followed by a photo being shot. For some artistic freedom, right before the photo is taken, the helmet’s eye sockets open twin apertures will reveal the wearer’s eyes that are illuminated by an internal helmet light, and once the photo is shot, it can be previewed on the 3.5” LCD display located at the back of the helmet.

twitter roach Twitter Roach Is Some Gross TechI am one of those who think that cockroaches are one of the grossest things alive, and these critters do not seem to die no matter what you do – bug sprays, roach traps, the works. In fact, it is said that if you kill one, there are plenty more of its brethren that remain unseen. Here is an amalgamation of the old and the new, in the form of the Twitter Roach, where it “wears” a small backpack which receives customized wireless signals, followed by transferring the received signals into a stimulus that is sent straight to the critter’s antennae. I guess you can say that it works in a similar manner as that of other robotic cockroaches, although this time around, an Arduino processor is at work, where it receives input from Twitter.

Artist Brittany Ransom is the one behind the Twitter Roach, and this project will explore whether insects are able to respond to an overabundance of external signals in a way that humans do. Will cockroaches be able to develop the same type of selective response as us? Hopefully not, or they will in the end be smarter than us, and I’d loathe a world that is over-run with roaches.

The Korean Times reported that Samsung has no intention at all to remain where they are, and have already drawn up plans to increase that figure to more than 20 percent, touching a whopping 510 million phones in the process for the coming year of 2013. I guess this is an essential step in Samsung’s evolution, as they need to stand out from their biggest competitor on the smartphone front, Apple.

We are sure that Samsung will continue down the same road with the Galaxy range of Android-powered smartphones, in addition to concentrating on growing their range of Windows Phone 8 handsets, too. The Korean Times reported, “Samsung is planning to release a lineup of devices powered by Microsoft’s Windows 8 mobile operating system.”

DirecTV announced today that it will raise its prices effected February 7, 2013, with the average customer’s bill going up about 4.5 percent. The card shown above displays the new rates (hit the source link to see them all) which it claims are up less than cable competitor’s price hikes, and are pushed by programming costs that have gone up eight percent. The last time we noted an increase in prices, DirecTV had just added a slew of HD channels. This time, it comes after a year that’s seen a number of DVR upgrades, more new channels, a lower price for Sunday Ticket, the launch DirecTV Everywhere features and, of course, a battle over programming costs with Viacom. We predicted that last bit would be reflected sooner or later in a pricing adjustment and it appears the time has come. So tell us DirecTV customers, are the new features, and keeping all those channels worth an increase to you, or are you thinking of moving on?

NYC Subway Slaying: Man Pushed To Death In Front Of 7 Train

NEW YORK — A mumbling woman pushed a man to his death in front of a subway train on Thursday night, the second time this month someone has been killed in such nightmarish fashion, police said.

The man, who wasn’t immediately identified, was standing on the elevated platform of a 7 train in Queens at about 8 p.m. when he was shoved by the woman, who witnesses said had been following him closely and mumbling to herself, New York Police Department chief spokesman Paul Browne said. It didn’t appear the man noticed her before he was shoved onto the tracks, police said.

This will be another smartphone to join the elite 5” Full HD display smartphone, which is currently occupied by the likes of the HTD Droid DNA and Oppo Find 5. Well, the ZTE Grand S is apparently thinner than originally thought, where most folks thought that it would be 7.6mm thin, but a recent slide of the phone showed that it is thinner than that – measuring a mere 6.9mm slim. Of course, all we need to do now is wait for the official Grand S specifications unveiled at CES 2013, and all speculation as well as doubt will be thrown out of the window.

htc hd2 windowsrt HTC HD2 Modded To Run Windows RT Someone should do some research on just which smartphone has seen the most operating systems ported over to it, and I am quite sure that the venerable HTC HD2 is one of the frontline runners. After all, when it comes to the HTC HD2, the adage of “anything is possible” seems to be hackers’ main mantra. Case in point, the HTC HD2 has now been caught in the wild running Windows RT, of all operating systems.

In fact, it was not too long ago that we saw the HTC HD2 receive a port of Windows Phone 8, and now hacker Cotulla (from the Dark Forces Team) is said to have successfully gotten a UEFI implementation to run on the HTC HD2, followed by having the tablet-centric OS, Windows RT, to boot on the device. Needless to say, there is not much sense in getting a tablet operating system to run on a smartphone due to the screen limitation, but at least it shows the world that it can be done. Don’t expect all the hardware to work just fine though, as there are bound to be gimped bits and pieces here and there.

Apparently, the latest Lumia 510 firmware has appeared on Navifirm, where it will bump up the operating system version from 12460 to 12490. We are absolutely in the dark as to what is new with this particular build, but chances are all updates and upgrades should squash some notable bugs, make the entire experience more efficient, and in this case, one can safely presume that it will deliver performance and stability tweaks.
