Bulgaria Government Resigns After Nationwide Protests Over High Electricity Prices

* Joins list of European governments felled by austerity

* PM can now seek to form new administration

* If no new govt, July election can be brought forward

SOFIA, Feb 20 (Reuters) – Bulgaria’s government resigned on Wednesday after violent nationwide protests against high electricity prices, joining a long list of European administrations felled by austerity after Europe’s debt crisis erupted in late 2009.

Many Bulgarians are deeply unhappy over high energy costs, power monopolies, low living standards and corruption in the European Union’s poorest country and protesters clashed again with police late on Tuesday.

Tens of thousands of Bulgarians have rallied in cities across the country since Sunday in protests which have turned violent, chanting “Mafia” and “Resign”.

Prime Minister Boiko Borisov had tried to calm protests by sacking his finance minister, pledging to cut power prices and punishing foreign-owned companies – risking a diplomatic row with EU partner the Czech Republic – but the measures failed to defuse discontent.

“I will not participate in a government under which police are beating people,” Borisov said as he announced his resignation on Wednesday. Parliament is expected to accept the resignation later in the day.

Borisov, a former bodyguard to communist dictator Todor Zhivkov, can now try to form a new government, using his rightist GERB party’s strong position in parliament. If he fails an election scheduled for July may be brought forward.

GERB’s popularity had held up well until late last year because austerity measures were relatively mild compared with many other European countries, with salaries and pensions frozen rather than cut. In the last opinion poll, taken before protests grew last weekend, the opposition Socialists were nearly tied with GERB.

Many Bulgarians are feeling frustrated with unemployment hitting a 10-month high of 11.9 percent and the average salary stuck at 800 levs ($550) a month. Frustrations boiled over when heating bills rose during the winter.

Bulgaria raised the costs of electricity – politically sensitive since bills eat a huge part of modest incomes – by 13 percent last July, but the real impact was not felt until households started using electrical power for heat in winter.

“The resignation is the only responsible move,” said Kantcho Stoychev, an analyst with pollster Gallup International. “It also gives Borisov some legitimacy to stay in political life in the future, despite the violent police actions last night.”

Borisov has said the electricity distribution licence of central Europe’s largest listed company, Czech-based CEZ will be revoked, setting Bulgarian on a collision course with the Czech Republic, which owns 70 percent of the company.

The Czech government has already stepped into a row between the company and Albania, which revoked the company’s licence last month. Czech Prime Minister Petr Necas said Bulgaria’s move was highly politicised and asked for an explanation.

Since the onset of the debt crisis in 2009, more than of the EU countries have elected new governments.

While we’re gradually acclimating ourselves to the idea of watching in-flight video on our own devices and schedules, many airlines aren’t quite in step with the idea. Count Southwest Airlines among the more enlightened, then, as its video on-demand system has just finished rolling out to every WiFi-equipped aircraft. If you hop aboard one of the company’s Boeing 737-700 or 737-800 jets, you can pay either $5 per movie or $5 for flat-rate TV access on a WiFi device, whether or not you’re paying for an internet link. About a quarter of Southwest’s vehicles currently go without — we wouldn’t expect VOD on a short hop just yet — but all new aircraft and AirTran overhauls will see the upgrade. We’re mostly content to know that we won’t have to always resort to the biggest airlines to keep ourselves occupied during long-haul expeditions.

Southwest Airlines Launches Movies On Demand

Majority of Fleet Now Equipped With Variety of Inflight Entertainment Options

DALLAS, Feb. 19, 2013 /PRNewswire/ — Southwest Airlines (NYSE: LUV) announced today that movies on demand are now available on all WiFi-equipped Southwest aircraft for only $5 per movie, per device. The airline also announced an upgrade to their television package. In 2012, Southwest became the only airline in the world to stream live television directly to Customers’ personal devices. Now, in addition to eight channels of live news and sports, Customers can also select on-demand episodes of popular television shows. The upgraded TV package is $5 a day, per device on WiFi-enabled planes.

“Providing a comprehensive and robust inflight connectivity system for our Customers is paramount,” said Dave Ridley, Southwest Airlines’ Senior Vice President Business Development. “Our Flight Attendants are famous for delivering superb Customer Service, and we’re excited to enhance our onboard entertainment offering and take the Customer Experience to new heights.”

The majority of Southwest Customers now have access to WiFi, movies on demand, and the upgraded television offering. As of February 6, all Southwest Boeing 737-700 and 737-800 aircraft were equipped with Row 44 satellite technology that enables these entertainment offerings/services. This milestone represents nearly 75 percent of all Southwest aircraft, which completes the retrofit installations. Moving forward, all new deliveries and AirTran conversions will enter service with Row 44 technology installed.

WiFi service can be purchased for $8 a day, per device including stops and connections. Customers do not need to purchase WiFi in order to access movies or TV.

Accessing the Internet, or watching movies and television is simple. Customers use their WiFi-enabled device onboard any Boeing 737-700 or 737-800 aircraft, connect to “southwestwifi,” and launch their browser to be directed to the inflight entertainment portal. From the portal, Customers are able to select WiFi, movies, or television. The portal also provides free access to a flight tracker, shopping, and games. With Row 44 satellite technology, connectivity continues to work over bodies of water so Customers remain connected all day, no matter where they travel. Microsoft responds to questions over Office 2013 transferability

On Saturday, we reported on the Office 2013 license, and its altered EULA over Office 2010. Many users have questioned whether Office 2013 can be reinstalled on a new computer when the user upgrades, or if the license is not transferable. Earlier today, Microsoft officially responded to these questions, assembling a chart and addressing the most common concerns regarding the issue.

As you can see in the graph above, Office 2013 features the same rights as the Product Key Card (PKC) version of Office 2010, but not the Full Package Product (FPP). Office 2013 suites are not transferable, and can only be installed a single time, meaning those who upgrade their computer or otherwise gravitate to a new machine will need to buy a new license. This applies to the Home and Student, Home and Business, and Professional versions.

In comparison, the FPP version of Office 2010 is transferable across all versions, with each allowing at least 2 installations. Home and Student allows three installations, while Home and Business and Professional allow for two each. Microsoft stresses that Office 2013′s transferability is consistent with the PKC Office 2010, which is says most consumers chose over the FPP.

Meanwhile, Office 365 Home Premium is transferable and allows for five installations, while University is also transferable and allows for two installations. This makes the subscription version of Office the only option for those looking to use the suite across multiple devices, whereas Office 2013 can only be licensed to a single computer and cannot be transferred regardless of which version you have. Says Microsoft, if Office 2013 is licensed to a computer that fails under warranty, it can be replaced by contacting the company.
