U.S. Water Infrastructure Repairs Threatened, National League Of Cities Says
Posted in: Today's ChiliWASHINGTON, Feb 15 (Reuters) – Repairing U.S. water infrastructure is becoming increasingly expensive and options for funding upgrades to sewers, storm drains and drinking water systems are under threat, the National League of Cities told a congressional hearing on Friday.
Costs for the repairs run into the hundreds of billions of dollars, with federal estimates of needed drinking water system upgrades at $334.8 billion and updating wastewater and stormwater management infrastructure at $298.1 billion over 20 years, said Michael Sesma, a city council member of Gaithersburg, Maryland, speaking on behalf of the cities’ group.
“In our estimation, these investment levels are actually an underestimate given the advancing age of our infrastructure, the burden of unfunded federal regulatory mandates, and factors not yet known as a result of our changing climate,” he said.
Cities and counties operate and finance almost all of the country’s water infrastructure, with help from the federal and state governments.
But the federal government sets most of the environmental standards these systems must meet. That can leave some places scrambling to find funds to bring their systems up to code. Alabama’s Jefferson County borrowed heavily when it was told its sewers were in breach of environmental regulations. The debt load, along with interest rate swaps and other risky measures, led the county to file for municipal bankruptcy in 2011.
As its budget fight intensifies, the U.S. Congress is considering limiting financing mechanisms that many places use to cover infrastructure costs, including capping the tax exemption for interest paid by municipal bonds. Issuers say this will drive up their financing costs, as they will have to offer the higher interest rates comparable to taxable bonds.
Tax-exempt bonds financed more than $23 billion worth of water and wastewater infrastructure projects in the first half of 2012, and three-quarters of capital works in the United States were built by state and local governments using the debt, Sesma said. They save “an average of 25 to 30 percent on interest costs with tax-exempt municipal bonds as compared to taxable bonds.”
“If the federal income tax exemption is eliminated or limited, states and local governments will pay more to finance projects, leading to less infrastructure investment, fewer jobs, and greater burdens on citizens who will have to pay higher taxes and fees,” he added.
Sesma also said Congress should not cut water revolving loan funds as it seeks to reduce its spending, and should consider “mechanisms that lower the cost of borrowing. He also suggested the federal government “offer direct loans and loan guarantees … or remove the federal volume cap on tax-exempt bonds for water and wastewater infrastructure projects.”

Perhaps some of the cringe-worthy moments in the history of the contest are the result of participants putting too much thought into their dunks and creating moves too complex to pull off. Or maybe the also-flew contestants found themselves stranded in the spotlight without enough of a plan. Regardless of the explanation, Darrell Armstrong still took a layup in 1996 and Larry Hughes failed to flush a single dunk in 2000.
Then, of course, there was Chris Andersen. In 2005, the Birdman needed nine attempts for his first dunk and six attempts for his second, causing the TNT announcers to crack up laughing.

Olympic track pioneer Oscar Pistorius appeared at the Pretoria Magistrates’ Court on Friday to be formally charged with one count of murder in the shooting death of his girlfriend, Reeva Steenkamp. A 30-year-old model, law school graduate and reality television actress, Steenkamp was fatally shot at Pistorius’ home early on Valentine’s Day.
An emotional Pistorius openly wept as prosecutors indicated that they would pursue a premeditated murder charge. That charge carries a life sentence. In a statement released later on Friday, Pistorius’ family and representatives said “the alleged murder is disputed in the strongest terms.”
Steenkamp was shot four times and a 9 mm pistol was recovered at the scene, according to police.
The Wikimedia Foundation and Internet Brands(IB) has finally reached a settlement over the site, Wikivoyage. The two companies have been battling each other for several months now, and the battles have finally come to an end. The lawsuit began in September of 2012, when Internet Brands filed a lawsuit against two volunteers that worked on the Wikivoyage project. Internet Brands claimed that the two volunteers created an infringing website against Internet Brands’s own Wikitravel website, and that they were deliberately trying to take users away from them.
Wikivoyage is a free, world-wide travel project that’s kept up-to-date by users. It was created back in December 2006, but was relaunched on January 15th of this year. It’s a non-profit site that thrives on the collaboration of information provided by its users. It is also the latest project in the Wikimedia line-up.
The two volunteers, along with many others, used to work for Wikitravel until it was bought by IB. The site that was once non-profit became for-profit and the management style caused many of the volunteers to leave. When IB sued the two volunteers, the Wikimedia Foundation jumped to their aid and backed them up financially. The case was moved to the federal court where the volunteers also filed an anti-SLAPP motion against Internet Brands, because they believed their freedom of openly discussing the Wikivoyage project was being threatened. Internet Brands had to abandon its federal claim because they had no factual basis. This also resulted in the court dismissing all of Internet Brands’s remaining claims.
But the Wikimedia Foundation didn’t stop at that. They filed their own lawsuit against Internet Brands. They wanted a declaration from the court that “Internet Brands had no proper basis to block the travel wiki project”. As of two days ago, on February 14th, a settlement was signed between the Wikimedia Foundation and Internet Brands. IB has released both the Wikimedia Foundation, and Wikivoyage, from all claims related in “any manner to the creation and operation of the travel wiki project”. With this, the Wikimedia Foundation will drop its lawsuit against IB.
