VALDAI, Russia — Russian President Vladimir Putin says he could run for a fourth presidential term in 2018. If he serves four terms, that would keep him in power for about a quarter century and make him the nation’s longest-serving leader since Josef Stalin.
Putin, who served two consecutive four-year terms starting in 2000, became prime minister in 2008 to observe a constitutional limit of two consecutive terms.

BEIRUT — As the Syrian refugee crisis worsens in neighboring countries, the backlog of undelivered funds from donor countries, including the United States, is starting to severely strain aid agencies’ ability to deliver basic services, the United Nations says.
Pledges from major international donors to ease the Syrian humanitarian crisis remain high, but so far most countries have failed to actually deliver the promised totals, U.N. Secretary-General Ban Ki-moon said at a press conference earlier this week.
“We have raised just 40 per cent of the $4.4 billion needed for Syria and neighboring countries for this year,” Ban said in a statement on Tuesday that was largely overshadowed by a new U.N. report into the use of chemical weapons inside Syria. “I call on Governments to help us meet this unprecedented crisis while still meeting their commitments to other emergencies.”
WASHINGTON — Sen. Ted Cruz (R-Texas) didn’t have much to say Thursday in response to House Republicans fuming at him for conceding that the Democrat-controlled Senate doesn’t have the votes to repeal Obamacare and leaving the battle — and all its political perils — for House conservatives to fight.
In fact, Cruz, a tea party favorite who has championed an Obamacare repeal, went further and said even some Senate Republicans don’t support the latest push for defunding President Barack Obama’s signature health care law. He also said a full repeal of Obamacare doesn’t have a chance until at least after the 2014 elections.
“Right now, [Senate Majority Leader] Harry Reid has 54 Democrats and they presumably are going to stand with him … and a number of Senate Republicans have expressed that they may support the Democrats here,” Cruz told a couple of reporters, just after his remarks at an event hosted by the National Auto Dealers Association.

Dangerous “bath salts” drugs were linked to tens of thousands of visits to hospital emergency departments in 2011, according to a new government report.
The Substance Abuse and Mental Health Services Administration reported this week that 33 percent of the 22,904 hospital ER visits involved bath salts alone, while 15 percent also involved marijuana or synthetic marijuana, and 52 percent involved another drug.
In total, there were 2.5 million drug-related visits to hospital emergency departments in 2011.

The footage was captured in Sweden, a country where in some areas during winter months, the sun does not rise at all.
Filmed with an inexpensive consumer camera, the short film, called “Still Sleeping,” began as an experiment by a small production studio in Stockholm. Some of the shots included in the clip were the filmmakers’ first attempts at time-lapse photography. We think you’ll agree they were a success.

Pope Francis faulted the Roman Catholic church for focusing too much on gays, abortion and contraception, saying the church has become “obsessed” with those issues to the detriment of its larger mission to be “home for all,” according to an extensive new interview published Thursday.
The church can share its views on homosexuality, abortion and other issues, but should not “interfere spiritually” with the lives gays and lesbians, the pope added in the interview, which was published in La Civilta Cattolica, a Rome-based Jesuit journal.
“We have to find a new balance, otherwise even the moral edifice of the church is likely to fall like a house of cards, losing the freshness and fragrance of the Gospel,” Francis said in the interview.
