Officer Who Arrested 69-Year-Old Man Using Golf Club As Cane Reassigned To Desk Duty

Seattle Police Chief Kathleen O’Toole has reassigned an officer involved in the arrest last summer of a 69-year-old man who refused to drop a golf club he was carrying on a city sidewalk.

Officer Cynthia Whitlatch ordered the man to drop the golf club, saying he had swung it at her patrol car in a threatening manner and struck a stop sign. A video of the encounter last summer shows that after driving around a block, the officer pulled her cruiser up to a corner where the man, William Wingate, was standing, and yelled at him to drop the golf club.

She told him he had swung it at her, and that audio and video recordings from her cruiser would back up her allegations.

Wingate appeared surprised, seemed to have trouble hearing the officer, and then insisted he had done no such thing. He said he had used the golf club as a cane for 20 years.

Wingate was eventually convicted of unlawfully using a weapon under a plea deal in which the charge would be dismissed if he had no other offenses for two years.

No recordings surfaced to bolster Whitlach’s version of events, and after a state lawmaker questioned the arrest, the city attorney’s office took another look. Prosecutors dismissed the conviction, and the police department apologized for the arrest and returned his golf club. The department said this week the officer had “received counseling” from her supervisor — which O’Toole initially deemed an appropriate resolution.

But then the chief became aware of troubling Facebook posts made by Whitlatch about a month after the arrest — at a time when protests in Ferguson, Missouri, had gripped the nation’s attention. The weekly newspaper The Stranger reported that Whitlatch said she was tired of “black peoples paranoia” and wrote of “chronic black racism that far exceeds any white racism in this country.”

Whitlatch is white; Wingate is black.

In a written statement Thursday, O’Toole said she was “shocked and disappointed” on Wednesday to read Whitlatch’s comments. She reassigned the officer to desk duty, where she would have no interaction with the public, pending a review of her cases, and asked the Office of Professional Accountability to launch an independent investigation.

“We are working to reform the Seattle Police Department, and behavior of this nature seriously undermines our efforts,” O’Toole said. “I was hired because of my track record for reform and my commitment to bias-free policing. I knew this would be a difficult job, but days like this make me even more determined.”

The Seattle Police Officers Guild did not immediately return a message seeking comment on Whitlatch’s behalf.

The Seattle Police Department has made several changes prompted by a Justice Department investigation that found signs of biased policing, as well as evidence that officers are too quick to use force, especially in low-level situations.

Wingate has filed a $750,000 claim against the police department.

“Dark Sky Paradise” is due out Feb. 24 and reportedly features spots and production from Lil Wayne, Travi$ Scott, PARTYNEXTDOOR and E-40.

Quick: look in your rear view mirror: the second biggest eating day of the year (second only to Thanksgiving) is approaching fast. That would be Super Bowl Sunday, and we’re firing up our smokers already.

As usual, we take perverse pleasure in researching ticket prices. At this writing, $5,000 will buy you nosebleed seats in the stadium at the University of Phoenix in Glendale, while exactly $150,501 (what’s with the extra dollar?) grants you access to a corner party loft with catered food. Parking is extra. Ouch.

My take? When it comes to tailgating, there’s no place like home. (See my Barbecue Trends for 2015.) Great seats (not to mention cheap!) for the game, half-time show, and commercials, no long lines for the bathroom, and best of all–WAY better food.

I’m a part time New Englander, so you can guess which team I’ll root for. But I take a nonpartisan approach to the food. This year, I’m honoring the culinary traditions of both contenders. Last year, if you’ll recall, the Seahawks played the Denver Broncos. In my playbook, it was Planked Salmon with Mustard-Dill Sauce versus Bison Burgers.

This year, I’ll serve Pacific Northwest-Style Salmon Candy and smoke Dungeness Crab and Cream Cheese Jalapeño Poppers. In homage to my beloved Patriots, I’ll serve Maple-Smoked Ribs with Molasses Barbecue Sauce and a killer dessert, New England Smoked Apple Crisp. And for non-partisans of Super Bowl XLIX, there’s a PC and exceedingly meaty Pork and Beef Smokehouse Chili that doesn’t take sides.

Tiffany On Her Alleged Rivalry With Debbie Gibson In The '80s (VIDEO)

In the late ’80s, two pop princesses ruled the music charts: Tiffany and Debbie Gibson. Both teens released their debut albums in 1987 — Tiffany’s “Tiffany” and Gibson’s “Out of the Blue” — and each saw success with their respective hits. So it’s not a surprise that the media often portrayed the girls as competitors and rivals during much of their career. But was there any truth to that theory?

When sitting down with “Oprah: Where Are They Now?,” Tiffany opened up about her true relationship with Gibson.

“Debbie and I have really never been friends — up until now, which is funny,” Tiffany says.

Three decades ago when their careers were just taking off, the two were each juggling full schedules of recording, tours, interviews and appearances, all of which made it difficult for them to even have the opportunity to truly connect.

“When we were touring and everybody was pitting us against each other, we didn’t really know each other. We’d walk the red carpet, take pictures and that was it,” Tiffany says. “That’s not because Debbie and I didn’t want to get to know each other. It’s just, we were busy.”

There might also be another factor, she adds. “I think, also, a lot of management and maybe record labels like that rivalry,” Tiffany says. “It keeps a little edge.”

As Tiffany and Gibson each moved on from their teen pop star images (Tiffany even posed for “Playboy” in 2002, a decision she explains here), they managed to become friends as adults. They have even toured together, to the delight of their fans.

“It’s nice to see both of us go from teen stars to adult businesswomen who are in control of our lives,” Tiffany says. “We really both have been very lucky that there hasn’t really been any darkness… That just hasn’t been our journey.”
