The Senate GOP Health Care Bill Has A Fatal Flaw

There’s a ticking time bomb built right into the Senate Republican health care bill. 

The legislation unveiled Thursday, which Republicans dubbed the Better Care Reconciliation Act, aims to preserve the Affordable Care Act’s popular rule forbidding health insurance companies from rejecting people with pre-existing conditions. But the bill also would repeal that law’s unpopular individual mandate that most Americans obtain health coverage or face tax penalties and would significantly scale back financial assistance that helps make health insurance premiums affordable.

The problem is, those things work hand in hand, and are often referred to as the “three-legged stool” that keeps the health insurance system steady. Take out one or two of those legs, and the whole thing probably will fall down.

Keeping protections for pre-existing conditions means sicker people have access to health coverage and medical care, which is good for them but increases costs for everyone else in the insurance pool.

The mandate exists to nudge healthier people to get coverage even if they don’t have an immediate need for medical treatment; they pay into the system so it’s there when they inevitably get sick or injured.

And the Affordable Care Act’s tax credits for low- and middle-income people boost enrollment from a mix of sick and healthy people; a larger risk pool tends to be better than a smaller one.

In their attempt to appease public sentiment by keeping a widely liked thing, getting rid of a widely loathed thing and scaling back a poorly understood thing, Senate Republicans may have set up their own system to fail.

Under the Senate GOP bill, there isn’t much of an incentive for people to buy health insurance unless they know they’re going to use it. And if the bulk of the customers are people with costly medical needs, that’s going to lead to higher premiums for all consumers. Those higher prices will drive out more customers who either don’t believe they need coverage or can’t afford it because the legislation’s tax credits aren’t generous enough and the insurance policies they can buy are so skimpy as to be unappealing.

This is what’s known in the insurance business as a “death spiral”: more and more expensive customers with fewer and fewer healthy ones in any given year to cover the costs. Republicans are fond of falsely saying the Obamacare markets are in this state ― and, however troubled they are, there’s no death spiral ― but their bill is designed to create the exact conditions that cause one.

The Senate reportedly considered provisions that might have helped, such as automatically enrolling everyone who doesn’t already have insurance in a basic, high-deductible insurance plan, but the version of the legislation released Thursday includes nothing of the sort. Like the House bill, the Senate measure does provide funding to states that’s intended to offset the high costs of sick patients. But there’s reason to doubt the money would be adequate to offset the costs of treating them.

The House-passed American Health Care Act would discourage healthy people from going without insurance by letting insurers levy a surcharge of up to 30 percent on anyone who had a gap in coverage longer than two months. But even that could be problematic if a consumer who gets sick decides paying that surcharge will be cheaper than paying out-of-pocket for all their care.

There is a way to avoid a death spiral under the Senate bill, but it’s bad for those sick people who need coverage the most.

The legislation permits states to relax insurance regulations that dictate a minimum set of basic benefits be included in all policies, such as hospitalizations, prescription drugs and maternity care.

States that do so could “fix” the death spiral problem by allowing insurers to design policies that simply don’t cover things sick people need ― think HIV and AIDs medicines or insulin for diabetics. That would make the insurance all but useless to people with costly pre-existing conditions, which will discourage many people from buying it. And those who get coverage anyway would have to pay the full costs out of their own pockets for the treatments they require.

The Obamacare markets have had enough trouble maintaining the right balance under a law that accounts for these issues and attempts to address them. If you think that’s been messy, wait until you see what the Senate GOP bill would do.

Donald Trump Energy Appointee's Deleted Tweets Are A Hateful Mess

A trove of deleted tweets written by senior Energy Department official William C. Bradford surfaced this week ― and it’s not pretty.

Bradford, whom President Donald Trump recently appointed to lead the department’s Office of Indian Energy Policy and Programs, was forced to issue an apology after The Washington Post revealed his disparaging remarks about women and various ethnic and religious groups on Thursday.

His tweets, written last year, attacked high-profile figures on the basis of their ethnic and religious heritage and defended the wartime incarceration of Japanese-Americans, among other things.

In a December 2016 tweet, Bradford referred to former President Barack Obama as a “Kenyan creampuff.” In another tweet, he dubiously claimed Obama might refuse to leave The White House at the end of his presidential term and suggested a “military coup” could be necessary to remove him.

In February 2016, responding to an article that claimed Facebook co-founder Mark Zuckerberg had urged Iowans not to vote for Trump, Bradford called the tech leader an “arrogant self-hating Jew.”

A few weeks later, Bradford said it was “necessary” to incarcerate nearly 120,000 people of Japanese descent in the U.S. during World War II.

Former President Ronald Reagan apologized decades ago for the so-called evacuation and internment of Japanese-Americans, widely considered one of the darkest chapters in American history.

Bradford also used Twitter to condemn female soldiers who serve in combat roles, saying they “have no business” doing so, before boasting that he would “shoot anyone that comes for [his] daughters.”

Bradford acknowledged the deleted tweets and apologized for his “disrespectful” comments in an email to the Post on Thursday.

“As a minority and member of the Jewish faith, I sincerely apologize for my disrespectful and offensive comments,” wrote Bradford, a member of the Chiricahua Apache Nation.

“These comments are inexcusable and I do not stand by them. Now, as a public servant, I hold myself to a higher standard, and I will work every day to better the lives of all Americans.”

As director of the Office of Indian Energy, Bradford oversees energy development initiatives that assist American Indian tribes and Alaska Native villages.

Though he will be supervising programs and grants that could affect the environment and the well-being of Native American communities, one of Bradford’s deleted tweets appears to question climate change. 

At least 97 percent of climate scientists say global warming is overwhelmingly the result of human activity and poses a major threat.

Bradford’s deleted tweets aren’t the first inflammatory comments to thrust him into the media spotlight. 

In August 2015, he resigned from his position as a West Point law professor amid backlash over an article he published that urged attacks on Islamic holy sites. A month earlier, The Guardian reported that he had inflated his military and academic credentials.

A representative for the Department of Energy did not immediately respond to a request for comment. The White House also did not reply to a request for comment.

How did you first get started acting?

I used to live in New Mexico on a farm, and my brother and I had this camera and we would just make movies. We were really big fans of “Star Wars.” My brother asked if he could go audition for an agent, and I went, too. Things ended up working out pretty well for me somehow … and not too good for him. It’s kind of awkward.

What do you and your character have most in common personality-wise? What makes you different?

He’s a different version of me. I grew into the character. At first, I was this little kid, but as the super hero grew, I grew, and this kind of evolution happened.   

Henry Hart lives this double life as both a normal teenager and a superhero sidekick. What’s it like playing a character with two totally different sides to him?

It’s really fun! Henry is really a kid at heart.

Henry is one of the good guys fighting crime, but would you ever want to play a villain?

Totally. We filmed this episode where there’s this girl who’s actually a villain and I’m starstruck by her. So I definitely would want to play a villain.

Do you have a favorite memory from set?

We have super long hours on the show, so whenever it’s like one in the morning, Cooper [Barnes] and I get all loopy and start goofing around. Those are the best memories. We try to keep each other sane so we don’t overwork ourselves.

You post a lot of videos on social media. Do you see yourself ever working behind the camera in your career?

Totally. I think the next thing I’m going to get into is YouTube and start getting on that platform more. I think that’s where things are going anyway so I’m definitely going to get into that.  

Do you have any fun upcoming projects that your fans can look forward to?

I’m doing a full-blown animated series about “Henry Danger.” I think fans are really going to like this. I think it’ll be the next “SpongeBob.”

What’s one song you can’t get enough of these days? 

“Paris” by The Chainsmokers.

If you could have any superpower what would it be? 

Teleportation.

What’s one thing you’re really terrible at? 

Drawing! I also can barely spell, like it’s not even funny.

Israeli Airline Banned From Asking Women To Switch Seats To Accomodate Men

An Israeli airline has been banned from asking women to switch seats to accommodate the religious views of ultra-Orthodox Jewish men.

On Wednesday, a Jerusalem-based judge instructed El Al, Israel’s national airline, to issue new guidelines to its staff in writing within 45 days and provide training for such situations within six months. Flight attendants will no longer be able to ask women to switch seats because another passenger is opposed to sitting next to someone of the opposite gender, The New York Times reports. 

Judge Dana Cohen-Lekah called the practice of asking women to switch seats “discriminatory.” 

“Under absolutely no circumstances can a crew member ask a passenger to move from their designated seat because the adjacent passenger doesn’t wasn’t to sit next to them due to their gender,” Cohen-Lekah said in her landmark ruling. “The policy is a direct transgression of the law preventing discrimination.”

In some strictly observant strains of Judaism, physical contact between men and women is forbidden unless they are related or married to each other. On crowded flights, this religious view has often led to tense confrontations between ultra-Orthodox Jewish men trying to observe their faith and women who simply want to remain in the seat they were assigned, the New York Times reports

Several international flights have been delayed because of this issue, with some men standing in the aisles and refusing to sit down until a few women gave in and accommodated their requests to switch seats. The situation has sparked petitions and even a spoof safety video that poked fun at El Al for its willingness to accommodate this form of gender discrimination.

The new policy is the result of a case brought by Renee Rabinowitz, an 83-year-old Holocaust survivor. Rabinowitz was traveling on an El Al flight from Newark to Tel Aviv in December 2015 when a flight attendant asked her to change seats to accommodate the request of an Orthodox man had complained about sitting next to a woman.

Rabinowitz gave in that day, but later on, with the encouragement of the Reform Jewish Israel Religious Action Center (IRAC), she decided to sue El Al. 

Following the judge’s verdict, El Al will award Rabinowitz 6,500 shekels (about $1836) in damages. Rabinowitz, a retired lawyer, said that policy change is more important to her than any monetary compensation.

“I do hope El Al takes this verdict seriously,” Rabinowitz told The Guardian. “I look forward to my future flights with El Al, and I hope I could witness a moment in which an ultra-orthodox man says ‘I won’t sit until you move this woman’ and the El Al flight attendant tells him the law prevents her from doing so.”

Anat Hoffman, executive director of IRAC, is also the chairperson of Women of the Wall, an activist group that promotes the right of Jewish women to wear prayer shawls, pray, and read from the Torah at the Western Wall ― actions that strictly Orthodox authorities believe should be reserved only for men.

Hoffman told HuffPost that Women of the Wall sees the decision as a “victory against women’s exclusion.” She drew parallels between Rabinowitz’ struggle against El Al, and the group’s struggles at the Western Wall.

“This case now prevents El Al flights from segregation, and we hope it will lead to many similar decisions,” she wrote in an email. “We are inspired by Mrs. Rabinowitz for resisting women’s exclusion and fighting for women’s rights on El Al flights. For 28 years, we’ve been doing the same at the Western Wall.”

Elizabeth Warren Schools Colleagues On Importance Of Planned Parenthood (Again)

On Thursday morning, the GOP released its planned changes to the Affordable Health Care Act. As predicted, the AHCA would be horrendous for women. It even includes removing Medicaid funding to Planned Parenthood, which would mean that 60 percent of Planned Parenthood’s 2.5 million patients would not be able to access its services.  

Sen. Elizabeth Warren (D-Mass.) took to the Senate floor on Thursday, lambasting the GOP for its continued attacks on a health care organization that millions of Americans depend on. 

“Frankly, I am sick of coming down to the Senate floor to explain to Republicans what Planned Parenthood does,” she said in a video posted to her Facebook page

“I am sick of explaining that it provides millions of women with birth control, cancer screenings, and STI tests every year,” she continued.  

She also reminded her fellow Senators that, because of the Hyde Amendment, federal funding does not go toward abortion services, but to the many other health care services that Planned Parenthood offers.

“Speaker Ryan called this ‘mean’ bill ‘pro-life,’” she said, “but this is just the biggest political play of all. Calling something pro-life won’t keep women from dying in back-alley abortions. It won’t help women pay for their cancer screenings that could save their lives. It won’t help them take care of their families, have safe sex, or afford their medical bills …The Republican bill will make it more likely, not less likely, that women and their children will die.” 

Warren delivered a similarly scathing speech in August 2015 after the GOP attempted to defund Planned Parenthood. 

“Do you have any idea what year it is?” Warren said at the time. “Did you fall down, hit your head, and think you woke up in the 1950s or the 1890s? Should we call for a doctor?”

White House Strongly Condemns Johnny Depp’s Assassination Remarks

The White House has strongly condemned Johnny Depp’s remarks on Thursday in which the actor joked about assassinating the President Donald Trump.

President Trump has condemned violence in all forms and it’s sad that others like Johnny Depp have not followed his lead,” deputy White House press secretary Sarah Huckabee Sanders said Friday.

“I hope that some of Mr. Depp’s colleagues will speak out against this type of rhetoric as strongly as they would if his comments were directed to a Democrat elected official,” she added. 

On Thursday, while introducing the 2004 film “The Libertine” at the Glastonbury arts festival in England, Depp playfully asked, “When was the last time an actor assassinated a president?” The question was in clear reference to the assassination of Abraham Lincoln in 1865 by John Wilkes Booth.

He continued, “I want to clarify: I’m not an actor. I lie for a living. However, it’s been a while, and maybe it’s time.”

The comment is the latest in what has become something of a trend in the entertainment industry. At the Women’s March in January, Madonna said she had “thought an awful lot about blowing up the White House.” At the Public Theater in New York, a recent rendition of Shakespeare’s “Julius Caesar” included the assassination of a Caesar who resembled Trump. 

And perhaps most famously, comedian Kathy Griffin participated in a photo shoot in which she held a prop that resembled the bloodied head of Trump. 

Concern about violent rhetoric has increased even more since a shooting in Alexandria, Virginia, earlier this month, when a gunman injured six people, including House Majority Whip Steve Scalise (R-La.), who were participating in a Congressional baseball practice.

A new dessert being sold at a Thailand sweet shop is no joke, but it could definitely make you gag.

It’s a coconut pudding shaped like a bowel movement, and is the star attraction at the Walaiwan Dessert Shop in Pathum Thani, according to Ruptly TV.

The jelly-like dessert sells for about $1 per piece, but customers aren’t exactly flushed with excitement, according to AsiaOne.com.

The website says comments have ranged from people who say it’s “disgusting,” to others who say it’s “interesting” but they “don’t dare eat it.”

The reaction to the crappy-looking desserts has been so polarizing that one woman took it upon herself to do an instructional video on how to consume it. 

Incredibly, the poop dessert isn’t even the shop’s most tasteless creation.

That dubious honor goest to a pudding that looks like a tiny Sharpei puppy.
