Android developers need as much tender loving care for their interfaces as the users, don’t they? Google thinks so, as it just reworked Google Play’s Developer Console to offer a more direct, faster loading design. Along with scaling elegantly to let app writers see and manage many releases at a glance, the makeover gives developers a much more refined historical breakdown of app ratings. Creators can filter the star count through Android versions, carriers, countries, language, updates and even specific devices — if you’re convinced adding Kyocera Echo support was the ticket to improved ratings, you might have a chance to prove it. For anyone who isn’t that determined to keep everyone happy, there’s still a simplified publishing process and automatic translations for app descriptions in the store. Developers comfortable with a few limits on APK bundles can try the new console in a rough but mostly ready state ahead of its wider launch in the near future.

Sweden is home to some of the world’s better known movie makers and some very high speed data connections, but it has only had so much love from movie streaming services that you’d think would be a natural match. Netflix is making that union a reality today through the launch of its Watch Instantly service in the country. Pay 79 kronor ($12) a month and you’ll get access to a mix of both international and domestic movies and TV shows on any device that can take Netflix in the country, which includes at least computers as well as Android and iOS devices. Other Nordic territories are still promised as coming soon; although that won’t be much help to Danes, Finns or Norwegians, we’re sure Swedes won’t mind having one more excuse to flaunt their cheap fiber internet access.

Americans won’t get to keep the Galaxy Rugby Pro all to themselves. As long as internal documents gleaned by MobileSyrup prove true, Bell should be carrying Samsung’s ruggedized 4G phone as the Galaxy Rugby LTE on November 1st. Other than the name change, it’s likely to be a match for the AT&T version down to the very wide frequency support we saw at the FCC, when it appeared as the SGH-i547. You’re looking at a modest 4-inch screen, 768MB of RAM and 5-megapixel rear camera, but also a quick 1.5GHz dual-core processor, Android 4.0 and that dust- and waterproof body. Pricing is an unknown, although the partly toned-down features imply that the Galaxy Rugby LTE will skew well below the $160 contract price for a Galaxy S III on Bell’s network.

HTC’s Droid Incredible 4G LTE gave us a pleasant surprise by providing a capable Android phone that didn’t have to be supersized. It’s gone largely untouched since its mid-year introduction, though, which makes a new and imminent update all the more important. The upgrade’s biggest trick is support for Isis mobile payments that more officially throws Verizon’s hat into the NFC payment ring. Anyone living beyond Isis’ coverage will still want to check for the update when it’s ready — the patch switches on global roaming, allows remote technical support, makes Tango video chats useful and improves LTE connection quality. No matter what you’re looking for, Verizon’s tendency to start over-the-air updates within days of posting documentation leaves a likely short wait before the most recent Droid Incredible gets a breath of fresh air.

Apple and Samsung have been recreating the Cold War through their own mutually assured destruction policy, and nowhere is that more apparent than their Pyrrhic victories in South Korea. For Apple, however, the pain will be just a little easier to bear. A Seoul court has confirmed that it’s staying the ban on older iPads and iPhones until Apple can complete the appeals process; the Cupertino crew won’t face the full penalty unless the appeals court upholds the verdict. Samsung hasn’t yet asked for a similar pause on a ban covering some of its Android devices, though, which could lead to at least a momentarily lopsided situation in Samsung’s home country. It’s nonetheless a brief reprieve in a war that sadly won’t end anytime soon.
