It looks like some of the source that appears in GMail may hint at a domain management feature. This means that users who own a domain can have GMail manage their email addresses. Currently, GMail does allow users to send mail and have it look like the email is coming from a different address. This does require verification but a domain management feature would definitely be a nice addition. More information can be found at the source.
