DNP New Zealand bans software patents after a landslide vote in Parliament

After five years of debate and a 117-4 vote, New Zealand’s Parliament has passed a bill that says computer programs are not considered inventions and are therefore ineligible for patents. However, the phrasing of the bill is flexible enough to provide some leeway. Since “products or processes” are understood to be patentable inventions, software that is integral to the implementation of a process designed to improve hardware can be included in the terms of a patent application. The text of the bill, intended to replace the outdated Patents Act of 1953, states, “Protecting software by patenting is inconsistent with the open source model, and its proponents oppose it. A number of submitters argued that there is no ‘inventive step’ in software development, as ‘new’ software invariably builds on existing software.” You can come to your own conclusions on the matter by checking out the bill at the source link below.

Samsung co CEO Ordered Tizen Smartphone Delay [Rumor]

Rumor has it that Samsung Electronics co-CEO JK Shin ordered that the company’s first Tizen smartphone be delayed. The smartphone was previously expected to be launched in the third quarter of 2013, it was rumored that Samsung had pushed the launch to October, or the fourth quarter of this year. Shin apparently handed down this order so that Samsung could get even more time to create “the best smartphone.”

It is said that the company was testing Tizen on a Galaxy S3, some considered this to be a hint that the first Tizen smartphone would have hardware similar to the Galaxy S3. Those plans have reportedly been scrapped now, due to obvious change in hardware trends. Samsung engineers have reportedly said that the delay doesn’t mean there’s something wrong with the OS itself, instead the delay would allow them to make Samsung’s homegrown OS better and packed with more features before it debuts on a device later this year. It was rumored recently that Tizen was almost dead and the company wasn’t going to work on it anymore. Those rumors were quashed by Samsung, it launched a new app challenge for developers to create apps for Tizen and earn prize money. It also announced that its conducting its first ever developers conference in October this year, where Tizen OS and the first smartphone powered by it is expected to be unveiled.

    Nikkei: Panasonic to halt smartphone business in Japan

    We don’t often think of Panasonic when it comes to smartphones, and it appears the Japanese public doesn’t either. According to the Nikkei, the consumer electronics giant will step out of the smartphone business in the Land of the Rising Sun, and plans to shut down its only handset production plant in March of next year. Phone sales dropped precipitously in the recent April to June quarter, which Panasonic attributes to NTT DoCoMo’s recent discounts for Sony and Samsung handhelds over its own. The Japanese carrier is said to stop carrying Panasonic handsets some time this Winter. Yet, Panasonic isn’t terminating its cellular business entirely — it’ll keep certain models around for corporate and foreign markets (perhaps the P51 or the Eluga?), and it won’t stop making those regular ol’ feature phones. In the meantime, the Nikkei reports that Panasonic is courting potential suitors for its cellular base stations. It seems that despite the increasing popularity of smartphones, not everyone can survive the cutthroat mobile market.

    New iPads Reportedly Not Launching On September 10th

    Earlier today we picked up on a Bloomberg report that claimed Apple will released two new iPads on September 10th alongside the two new iPhones it is already rumored to announce on that day. This is actually the first time that we’ve heard about the possibility of Apple launching all four new products at one event, some might think that this is too good to be true. Jim Dalrymple of The Loop, who is believed to be well connected, contradicts the report from earlier today by claiming that no iPads will be launched at this event.

    It is widely believed that the company’s new iPhones will be launched on September 10th. This date was initially floated last month and up till now no alternative has been rumored. Apple hasn’t said anything about its iPhone plans as of now, so one can’t really be sure that the 10th of next month is a good bet. Apple has traditionally conducted separate events for its tablet and smartphone, it seems unlikely to many that the company will break away from this tradition. The new iPads are expected to be released this year though, as per previous rumors, the release event for Apple’s new tablets might take place around the holiday season.
