Public advocacy groups aren’t all that impressed with AT&T’s justifications for limiting FaceTime access over 3G and 4G to those who spring for its costlier Mobile Share plans. Free Press, Public Knowledge and the Open Technology Institute have served formal notice to AT&T that they plan to file a net neutrality complaint with the FCC within 10 days. It’s not hard to understand why, given the groups’ existing pro-neutrality stances: the Free Press’ policy lead Matt Wood argues that the carrier is unfairly pushing iOS users into plans they don’t need, a particularly sore point for iPad-only customers that have no AT&T phones to share. We’ve reached out to AT&T for comment, although we’re not expecting a change from its position that allowing app use over WiFi makes its restrictions okay. As for the FCC? It’s mum on the current situation. A literal reading of its net neutrality rules, however, doesn’t include a WiFi exemption and might not favor AT&T when Skype video is allowed and Verizon has no problems with unrestricted access.

LG’s latest L-series smartphone, the Optimus L9, has just breezed (elegantly) through the FCC’s radio frequency trial-by-screwdriver. The dinner-jacket-white clad Android smartphone is part of the “L-Style design philosophy” from the Korean maker, which emphasizes budget panache over brute performance. As such, it’s a handsome but plasticky device, with a 4.7-inch IPS screen, ICS, qtranslator language app, dual-core 1GHz CPU, 1GB of RAM, 2,150mAh battery and 5-megapixel shooter. Vodafone in Europe showed the price as €340 unsubsidized or €50 on contract, but a member of the L-series family has yet to cross the pond. However, a surprise peek of its Optimus L7 sibling as US Cellular’s upcoming Splendor shows there’s some hope for a stateside cameo.

Look at what we have here, ladies and gentlemen – the HTC One X+ which has arrived at the FCC, along the way revealing most of its glory underneath the hood. We are looking at a quad-core Tegra 3 processor here alongside the NVIDIA Tegra 3 (PM63100) chipset in tow. Not only that, this particular visit to the FCC did reveal support for AT&T’s LTE bands, translating to a shameless fact that you ought to take note of – it will arrive on AT&T’s shelves, and hopefully soon, too, as that is more often than not the path that most devices take after being sent to the FCC for inspection.

We are looking at the very real possibility of Android 4.1 Jelly Bean shipping with the HTC One X+ right out of the box, although having a 1800mAh battery might seem to make it rather underpowered compared to its peers, in addition to having just 1GB RAM (while this is the norm, the Galaxy S3 in the US carries double that amount). Still, will you be picking up HTC’s newest flagship when it finally arrives?

In contrast to the Sony Xperia T, HTC’s latest device just hit the FCC without offering many details — but fortunately we have a pretty good idea of what it is anyway. Identified as the PM63100, we’ve seen this particular model show up on benchmark results as the HTC One X+, a rumored revision of the current flagship. As you may recall, the benchmark claims that the One X+ features a Tegra 3 quad-core processor clocked at 1.7GHz. Happily, the FCC-approved phone also throws in LTE connectivity (sporting AT&T-friendly bands 4 and 17 in addition to 2 and 5), fulfilling NVIDIA’s self-made prophecy that we would see Tegra 3 devices with the next-gen tech by the end of 2012. Sadly, the federal docs don’t show us much more than what you see above, but it’s an indication that we may not have to wait too much longer to learn more.

Word has it that next week, Motorola and Intel are set to unveil an Intel-powered Motorola Android device, or basically the Intel-powered RAZR M. While that has yet to be confirmed, a recent FCC filing seems to have suggested that is indeed the case. Dubbed the XT890, details of the device were a bit scarce other than its internationally compatible radio bands and the diagram pictured above. Assuming the rumors are to be believed, the Intel version of the RAZR M is expected to be powered by Intel’s Atom (Medfield) processor clocked at a whopping 2GHz along with a display resolution of 897×540. In any case we expect the details to be revealed next week during Motorola’s event, so stay tuned for the updates! In the meantime for those who are inclined, you can pop on over to the FCC for additional information.
