Our 2009 12-City 3G Data Mega Test: AT&T Won

Given carrier reputation and our own iPhone call drops, we were pretty surprised to discover, through careful testing in 12 markets, that AT&T’s has pretty consistently the fastest 3G network nationwide, followed closely—in downloads at least—by Verizon Wireless.

Let’s get this straight right away: We didn’t test dropped voice calls, we didn’t test customer service, and we didn’t test map coverage by wandering around in the boonies. We tested the ability of the networks to deliver 3G data in and around cities, including both concrete canyons and picket-fenced ‘burbs. And while every 3G network gave us troubles on occasion, AT&T’s wasn’t measurably more or less reliable than Verizon’s.

It was measurably faster, however, download-wise, in 6 of the 12 markets where we tested, and held a significantly higher national average than the other carriers. Only Verizon came close, winning 4 of the 12 markets. For downloads, AT&T and Verizon came in first or second in nine markets, and in whatever location we tested, both AT&T and Verizon 3G were consistently present. If you’re wondering about upload speeds, AT&T swept the contest, winning 12 for 12.

The Cities

Last year, we did an 8-city coast-to-coast test, and called Sprint the big winner. This year, we have results from 11 cities coast-to-coast, and even got to test (during what was otherwise vacation time) on the Hawaiian island of Maui. Also, unlike last year, we were able to test T-Mobile’s new 3G network, active in all the markets we visited (except, at the time, Maui). For being such a latecomer, T-Mo did well, and the numbers show even more promise from them.

We tried to spread the love around this year, geographically, hitting cities we didn’t get to last year (at the cost of losing a few from ’08). Besides Maui, we hit Atlanta, Chicago, Denver, Las Vegas, Los Angeles, New York, Phoenix, Portland, Seattle, San Francisco/Bay Area and Tampa.

The Methodology

Our testing regimen was based on the same scheme as last year: We picked five locations in each city, including at least one “downtown” location that was considered a suburb. The selections were arbitrary, or fixed but logical—landmarks, residences, etc. (Note: Due to timing constraints, Chicago and Maui only had three test locations.)

Our hardware consisted of two identical stripped-down Acer Timeline laptops running Windows Vista, and four 3G wireless modems requested from the carriers. We allowed them to make the choice of hardware, simply asking for their “best performing” model. Once up and running, here are the tests we ran:

• Bandwidth & Latency: Speedtest.net – Reports upload and download bandwidth in megabits per second, as well as ping latency in milliseconds. We performed this test five times at each location on each modem.

• Pageload: Hubble images at Wikimedia – A 4.42MB web page with 200 4KB thumbnails, it was fully reloaded three times, and timed using the Firefox plug-in YSlow. The three time readings were averaged.

• Download: Wikimedia’s Abell 2667 galaxy cluster photo – This single 7.48MB JPEG is a clear test of how fast you can download stuff from the cloud, and again, we hard refreshed this file three times, and measured time using YSlow for an accurate human-error-free reading.

This was a test of 3G performance. Even though Sprint and its tech partner Clearwire have intrepidly released 4G networks in half of the tested markets—Atlanta, Chicago, Las Vegas, Maui, Portland and Seattle—we only tested Sprint’s 3G network. The reason should be obvious: While we performed the test with laptop cards on PCs, it’s supposed to serve as a test of the network’s ability to deliver service to all devices, including smartphones, dumbphones and laptops. Show us a Palm Pre WiMax edition—better yet, sell 100,000 of them—and then we’ll switch it up. And while you may argue that this 3G test still doesn’t adequately reflect your experience with your iPhone, at least it’s the same network, and may serve to rule out AT&T’s data pipe as the independent cause for all those infamous dropped calls.

(On a side note, when multiple carriers release 4G networks, we’ll definitely conduct a comparative test of them all, using new parameters, and focused around laptop use.)

The Results

Now that you know how we ran the test, here are the top finishers in each market, plus some pretty bar graphs showing you how bandwidth compares.

Though we tested for uploads and downloads, we focused our additional tests on the downstream, as it’s the more important direction, in the minds of most consumers and most carriers. The anomaly there is AT&T, which has dramatically good upload bandwidth, even when its download bandwidth doesn’t keep up. Fast uploads are a priority for AT&T, and will soon be for T-Mobile, which recently turned on faster uploading in NYC, which you can see in our test results. Meanwhile, although Verizon technically came in second in uploads as well as downloads, it doesn’t seem to treat this as a major priority.

When it came to downloads, though, the competition was markedly stiffer:

Atlanta – AT&T, followed by Verizon
Bay Area/San Francisco – AT&T, followed by Verizon
Chicago – AT&T, followed by Verizon then Sprint
Denver – AT&T, followed by Verizon
Las Vegas – Verizon, followed by AT&T
Los Angeles – AT&T, followed by Sprint
Maui – Verizon, followed by AT&T
New York – AT&T, followed by T-Mobile
Phoenix – Verizon, followed by T-Mobile
Portland – T-Mobile, followed by Verizon
Seattle – Verizon, followed by T-Mobile
Tampa – Sprint, followed by AT&T

Is That The End?

No. We’ve compiled the following gallery with all the data from each test location in the 12 markets, so you can see on a neighborhood-by-neighborhood level who won what. This also includes latency, pageload and download numbers, so you can track the performance in several ways. (The data above is bandwidth, though as you’ll see, that was generally representative of the overall performance. If a carrier was tops in bandwidth, it was usually tops in download time.) These tests are all just “snapshots in time,” as the carriers like to say, so feel free to bitch about where your experience doesn’t reflect our results. We stand by them, but acknowledge that network performance is changing all the time, and experiences very regular hiccups.

Regarding latency, you’ll notice it didn’t appear to affect actual user experience—3G isn’t really up for Modern Warfare 2, if that’s what you’re thinking—we will gladly show you latency averages, as well as pageload and file download averages, broken out for every market on the test.

Note: Some of you may have noticed that San Diego is among the cities highlighted on the top illustration—and that Maui is not. The reason is that while we did testing in three great San Diego locations, one of the locations didn’t get any Sprint or T-Mobile service, and the already fairly thin dataset was rendered too compromised for any kind of usable report. As for Maui’s absence, Maui’s just too far out in the Pacific to make for a pretty map shot.

We’re not sure we’d be able to find a piece of hardware that made us adore Windows Mobile 6.5 the same way we adore puppies or a hot cup of cocoa, but that doesn’t mean that the usual suspects — HTC, Samsung, LG, and the like — aren’t producing some magnificent hardware on which to run it. Today we’ve had a chance to give LG’s new eXpo for AT&T a quick once-over, and on paper, this is a hell of a handset: 5 megapixel autofocus cam, a fingerprint sensor that doubles as a d-pad, Snapdragon power, a WVGA display, full QWERTY, and most notably, support for an optional microprojector add-on. Sadly, a ship date hasn’t yet been assigned to the PJ, but does the basic package hold its own against the similarly-spec’d Tilt2? Let’s check it out.

AT&T to offer ‘incentives’ to customers willing to limit data usage

AT&T exec #1: You know, our network’s really getting slammed with all these people using their unlimited data plans to download things and do stuff online all the time. Any ideas how we can fix it?

AT&T exec #2:
We could put out more WiFi hotspots. People seem to use those. Sometimes.

AT&T exec #1: Sure, but that’s not going to make a dent in places like New York City. I mean, have you used an iPhone there?

AT&T exec #2: We have these things called MicroCells that people can use at home, if they live in North Carolina. Maybe more people could use those?

AT&T exec #1: Yeah, that’s good. But people like to use their cellphones outside their house too. What happens then?

AT&T exec #2: Well, what if we offered customers incentives to use less data?

AT&T exec #1: Now you’re talking! What sort of incentives could get them to do that?

AT&T exec #2: Hmm….

LG eXpo goes on sale at AT&T, sans projector

Anyone looking for the highest-end Windows Mobile experience you can buy on AT&T, go ahead and form a line to the left, please, because your knight in shining armor has arrived. The LG eXpo — complete with a Snapdragon core, 5 megapixel camera, 3.2-inch WVGA display, fingerprint scanner, QWERTY slide, and optional microprojector — is now available, albeit at a $199.99 after-rebate, on-contract price that puts it pretty far into the realm of the high-power smartphone elite. The downside is that the aforementioned projector isn’t yet available for purchase, which makes the whole package a little less compelling — then again, that means you’re walking out of the store with $179 that you wouldn’t have otherwise had, so just look at your eXpo purchase as a fantastic money-making opportunity.

Motorola Backflip / Enzo bringing Android contortions to AT&T

Just when we though this decade had run short on phone form factors, Motorola comes along to blow our minds with this new Backflip / Enzo / Motus device. Amazingly, the most interesting part of this device might not even be the reverse hinge design, which flips the keyboard back behind the screen and faces out when not in use, but the fact that there’s a clear-as-day AT&T logo on it — something we’d heard rumored, but dared not believe until we saw it with our own eyes. The rest of the leaked photos go on to corroborate earlier rumors: there’s a touchpad on the back of the keyboard to aid in no-look scrolling, it’s running Blur on top of Android 1.5 (with a few AT&T apps, Yahoo search and no Gmail), and it runs the same 528MHz processor as the CLIQ. Hard to believe this very same company builds the Droid.

Dissatisfied ATT Customers Plan Network Attack

Some AT&T customers are taking Fake Steve (who is, in reality, Newsweek’s Dan Lyons pretending to be Steve Jobs) seriously. The satirical blogger on Monday encouraged his readers to take part of Operation Chokehold — a plan to overload the AT&T network with ruthless, bandwidth-sucking activities.

On Friday, December 18, at noon Pacific time, we will attempt to overwhelm the AT&T data network and bring it to its knees. The goal is to have every iPhone user (or as many as we can) turn on a data intensive app and run that app for one solid hour. Send the message to AT&T that we are sick of their substandard network and sick of their abusive comments. The idea is we’ll create a digital flash mob. We’re calling it in Operation Chokehold. Join us and speak truth to power!

Fake Steve’s post was in response to statements made last week by AT&T executive Ralph de la Vega, who said 3 percent of smartphones were using 40 percent of the bandwidth of its network capacity. He added that the company would find ways to persuade heavy users to reduce activity and that the company could impose caps on data usage, which would put an end to our all-you-can-eat data plans.

Of course, everything on that blog should be considered a joke. However, Cult of Mac’s Leander Kahney notes that comments on Twitter, forums and Facebook suggest people are actually planning to participate in Operation Chokehold.

AT&T has provided an official response, dismissing the act an irresponsible media stunt.

“We understand that Fakesteve.net is primarily a satirical forum, but there is nothing amusing about advocating that customers attempt to deliberately degrade service on a network that provides critical communications services for more than 80 million customers,” a spokesman said in a statement. “We know that the vast majority of customers will see this action for what it is: an irresponsible and pointless scheme to draw attention to a blog.”

AT&T doubts that the protest will have much of an effect on the network, as the number of participants may be diminutive. So far the Facebook page for Operation Chokehold has about 300 members.

ATT iPhone Number Portability Not Always So Portable

Apple_iPhone_GPS_2.jpgBy federal law, wireless carriers must allow consumers to port their phone number when switching to a different carrier.

That doesn’t mean they have to make it easy.

I recently ordered an iPhone 3GS. Since my previous phone was a BlackBerry on Verizon’s network, I had to switch from Verizon to AT&T in the process. I found that, although both the Apple and AT&T Web sites let me order the phone online, and both offered the chance to port my existing number, neither site would actually let me do it.

An AT&T spokesperson confirmed that this is normal and expected. It turns out that if you originally registered the number in a different state than you live in now–which I did–instead of ordering online, you need to process it over the phone with an AT&T sales representative. You do this via what amounts to a literal procession of various AT&T engineers and support personnel, who “hand off” the transition from one person to the next like a wireless baton. A very slow one.

In fact, the entire procedure took several days, including call backs, setting up a temporary AT&T phone number in my current area code, waiting for the iPhone to arrive, and about an hour of total hold time with four separate support personnel as they switched the old account to the new area and disabled the new temporary number. It’s not every day we get to cite an official US Department of Justice news release, so it’s with a certain glee that we can announce the US taxpayer was last week enriched by another $220 million courtesy of the not-so-fine folks who swindled him out of that money in the first place. Joining the ignominious ranks of LG, Sharp, Hitachi and Chungwa Picture Tube, Taiwanese manufacturer Chi Mei is refunding the US state for the pecuniary impact of its collusive practices, which were primarily related to keeping prices artificially high and profits proportionately inflated. US companies directly affected by these ignoble activities include HP, Dell and Apple, but don’t you worry, AT&T has already started the inter-corporation scuffle, with Nokia piling on for good measure. Man, it almost seems like crime doesn’t pay.
