European Commission likes Windows 7 browser ballot screen, will probably fine Microsoft anyway

Well, it took two months, but the European Commission has finally decided that Microsoft’s idea for a Windows 7 ballot screen, in which users pick which web browser they want installed, is acceptable, saying it’ll give users “an effective and unbiased choice between Internet Explorer and competing Web browsers.” Previously MS was working on a custom version of the OS for EU shores, called Windows 7 E, but nobody was particularly fond of that idea. We’re glad to see the European Commission and Microsoft finally starting to warm to each other — maybe money can buy you love.

EU Looks to Legislate iPod Volume

If it’s too loud, you’re too old–or maybe you just live in Europe. The EU is looking to draft a law set to limit the volume of MP3 players. The proposed laws are an attempt to curb the risk of hearing loss that come with the devices. “If you want to enjoy your favorite songs in 20 or 30 years time, turn the volume down,” EU consumer affairs commissioner Meglena Kuneva said in an interview discussing the proposed legislation.

The law seeks to mandate a maximum 80-decibel volume for such devices. According to the EU, MP3 players can now go up to 115 decibels–even louder when you factor in the extra 9 decibels added when earbuds enter into the equation. The standards are expected to be finalized some time next year.

Motorola DEXT promised to Orange UK in early October, free on contract

While the US release date is still in question, Motorola CLIQ‘s brother across the pond DEXT has gotten itself an official an early October window from UK’s exclusive carrier Orange. Best of all, it’s expected to be free for those who commit to a two-year, £34.26 per month ($56.43) contract. With any luck, Americans with a penchant for Android and physical keyboards will get their own “free on contract and launching in October” deal, but we’ve still got nothing confirmed.

Zune HD International launch hopes crushed by Microsoft, others raised

Don’t be sad. We know it hurts but that’s what happens when your emotions exceed reason. The Zune HD will be a US exclusive when it goes on sale September 15th just as it was when the original Zune brownie went on sale back in November 2006. Here’s what Microsoft told Ars:

“For the time being the Zune HD device will remain US only. Right now we are focused on deploying an exciting service in the form of Zune Video to 18 markets. We are looking at potential future hardware experiences for these markets, but do not have anything to announce right now.”

Plenty of fodder for conspiracy types here. First, that means Canada is out, even though older Zune models are already on sale there. But the words “for the time being” leave plenty of wiggle room for an international launch window. And what does Microsoft mean by the generically phrased, “future hardware experiences?” Are they referring to a Zune service destined to “transcend Zune the device” later this year? Perhaps. One thing is clear: consumers are far more excited about the Zune HD than the original — especially now that Apple’s cat is out of the bag. Microsoft could be leaving a ton of money on the table if they don’t go global, quick.

Microsoft says no plans for Zune HD in France, other markets still up in the air

Those in the U.S. may finally be getting their hands on the Zune HD next week, but it looks like folks elsewhere could well be in for a longer wait than they may have been hoping for. That’s been the speculation since the device was first announced, of course, but Microsoft is only now getting a bit more specific about the matter, with Microsoft France exec François Ruault telling PC World that the company has “no plans” to launch the Zune HD in France, although he adds that doesn’t necessarily mean it’ll never be released there. That presumably also means that the rest of Europe is similarly up in the air, but if past history is any indication, it seems likely that the Zune HD will indeed land there eventually, sometime after it finally makes a trip north of the border.

Nokia N900 now giving Germany and Italy a way to pre-order

Now that Nokia’s Maemo-powered N900 is looking mighty nice and official, the company’s Germany and Italian arms have no problem going ahead and taking your hard-earned Euros in exchange for a pre-order. Both sites are actually listing it for €599 (US $860), or €99 more than what we heard yesterday. A pretty huge discrepancy, to be sure, but it’s not unlike Nokia to have a flagship phone fluctuate in price. That October release date is a ways off, but if you’re absolutely convinced this must be in your pocket by Halloween, you know where to go.

Xbox 360 with 250GB HDD and Forza 3 spotted on Amazon Germany

Now that the Xbox 360 Elite has officially dropped in price and killed off the Pro, it was only a matter of time before there’d be a new rumor to pin on Microsoft’s console. Amazon Germany, who previously listed the PlayStation 3 Slim a good 20 days before the official debut (it still has the same Amazon Stock Identification Number as it did when leaked), has gone ahead and posted a new Xbox 360 model, ASIN in tow, with a 250GB HDD, two wireless controllers, and Forza Motorsport 3. Price is listed at 279 euros ($397), a good 30 euros over the current Elite price. No release date, but Forza 3 isn’t due out until at least October 23rd so we’d say you got awhile to wait and see if this pans out. Any chance we can get a built-in WiFi adapter along with that extra storage space?

Sony announces PS3 firmware 3.0, European PlayStation Video Store, Digital Reader comics viewer

Sony just announced a bunch of tweaks and additions to the PS3, PSP, and PlayStation Network at GamesCom, chief among them the new PS3 firmware 3.0. The new code features animated themes with avatars, a new status indicator, a modified friends list, assorted interface changes, tweaks to trophies, and a What’s New section that replaces the Information Board. Sony’s also bringing the PlayStation Video store to the UK, France, Germany and Spain in November, with more planned expansion in 2010 — customers will be able to rent and buy films in SD and HD, and while it’ll open with just movies, other content will be added as time goes on. The PSP is also getting a Digital Reader comics viewer, with lots of heavy hitters like Marvel on board to provide content — Marvel says the PSP could become their biggest distribution outlet. We’ll see about that — for now, check a video of firmware 3.0 after the break.

Microsoft Increases Price on Xbox 360 for Europeans

The price hike that was heard around the world may soon be upon European gamers. Retailers recently told Eurogamer that Microsoft will increase the price of the Xbox Arcade from £129.99 to £159.99. Furthermore the five Xbox Live Arcade games will no longer be included in the bundle.

The price increase is not just for the Arcade and rumored Elite system, but also applies to accessories. When Eurogamer looked for a reason behind the increase an independent retailer told them it was being done to “counteract the poor pound-to-Euro currency exchange rate.” 

The new price for the Xbox Live Arcade begins September 1st.
